Within my first 100 Days I will introduce a 3-point triage emergency plan to tackle our homeless state of emergency head on:
1. Approve Temporary Home Development communities in specialized triage zones using Tiny Home-like projects
2. Create and implement mandated residencies for graduating mental health students from LA County Universities
3. Fund out-patient sober-up clinics for active recovering addicts across CD14.
Within the first 100 days I will introduce a housing ordinance requiring any new developments to include at least 20% affordable or permanent supportive units. This ordinance will also apply to all existing developments that have more than 20% of their units unoccupied.
Within the first 100 days, I will call for a Mental Health State of Emergency and introduce a 2-year action plan to bring a mental health facility to our district, in addition to advocating the creation of satellite out-patient mental health facilities to be created throughout Los Angeles.
I will actively work with State legislators to amend the 5150 72-Hour hold to an extended, need-based 30-90 day hold to better address our unique mental health crisis. I will advocate funding additional community security teams through our BIDs, including 6-month training programs and 5-year minimum terms for all neighborhood foot-beats.
With over 17+ theaters laying vacant in Downtown Los Angeles, within the first 100 days I will introduce a bold economic development plan to activate the Historic Theater District in DTLA, bringing over $1Bn in annual tax stimulus, 15,000+ tourists and locals to the district every night and create over 10,000+ jobs by 2028. We also will implement a plan to add extra protections to our historic landmarks and communities in DTLA and throughout Boyle Heights and Highland Park.
